With open enrollment for Affordable Care Act marketplaces beginning in less than two weeks and with three new states (Kentucky, Maine, and New Mexico) launching their state-based marketplaces for the upcoming plan year, CEO Rosemarie Day has been reflecting on the promise and resilience of state-based marketplaces.
