Rosemarie Day, MPP founded Day Health Strategies in 2010 to focus on implementing national health reform. Building on her initial success, she and her company are now serving organizations that want to transform their approach to offering or delivering healthcare. Since founding the company, she and her team have worked with numerous private and public sector organizations in developing and implementing their health reform and related strategies. She is the author of Marching Toward Coverage (Beacon Press, 2020), a book that lays out the path for America to achieve universal healthcare.

Rosemarie has over 25 years of experience in the public, private and non-profit sectors, including 16 years of leadership experience in state government. Most notably, Rosemarie served as the founding Deputy Director & Chief Operating Officer of the Health Connector in Massachusetts. At the Health Connector, Rosemarie played a significant role in launching the award-winning organization that established the first state-run health insurance exchange in the United States. The Health Connector served as a model for health insurance exchanges in national health reform.

Previously, Rosemarie served as Chief of Staff to the Dean of Harvard Kennedy School, where she helped to lead strategic planning and launch several new initiatives. She also served as the Chief Operating Officer for the Massachusetts Medicaid program, covering more than 1 million members. She has held several senior level fiscal positions, including Assistant Secretary for Administration & Finance, as well as Budget Director for the Department of Transitional Assistance, a $1 billion dollar state agency.

An accomplished speaker, Rosemarie has delivered keynote and panel presentations at conferences in the U.S. and abroad. In 2020, Rosemarie joined the Board of Directors at Lawrence General Hospital. She currently serves as the Chair for the Diversity, Equity, and Inclusion Committee. Rosemarie has held a faculty appointment at Northeastern's D'Amore-McKim School of Business and has served as a Visiting Fellow at the McCormack Graduate School of Policy Studies at the University of Massachusetts, Boston. She has also served as a Senior Advisor to other consulting firms, including McKinsey and Health Management Associates. Rosemarie holds an MPP from Harvard’s Kennedy School and an AB from Stanford University.

When she’s not wonking out on health policy, Rosemarie loves to spend time with her kids, as well as reading, dancing and traveling.

Ross Weiler, MBA, CHIE brings over 25 years of leadership experience in health care, public and private benefits, and insurance. He helps state governments, nonprofits, public and private health insurance marketplaces, health care providers, health plans, technology companies, employers and their strategic partners address critical strategic, business, policy, regulatory, compliance and sustainability challenges. He specializes in strategic, business and sustainability planning; product/program design, development, pricing, implementation, administration and service delivery; regulatory compliance; and reporting and analysis.

Ross has extensive experience developing and deploying solutions to address the impact of Health Care Reform on health insurance marketplaces, insurers, state government entities, healthcare providers, employers and consumers. He is the author of several nationally published articles on health reform, health care delivery transformation, insurance marketplaces and benefits technology.

Recent engagements include:
• developing strategic, business, sustainability, and organizational transformation and effectiveness plans for health care organizations, nonprofits, insurers and government agencies (including state-based marketplaces and Medicaid programs)
• advising state agencies and health care organizations on the development, implementation and long-term success of Medicaid ACO
• supporting the implementation of state-based marketplaces
• conducting product and technology assessments for health care and related organizations
• consulting with large employers on employee benefits opportunities and challenges
• developing and managing strategic relationships with national and regional consulting partners

Ross received his MBA from the Boston University School of Management, concentrating in Health Care Management and achieving Highest Honors, and a BFA from the Boston Conservatory of Music. He has been an active member of the New England Employee Benefits Council (NEEBC) Board of Directors for many years and served on its Executive Committee.

Ross and his family live in Sudbury, MA. He has long been active in the New England professional community. In his leisure time, when not enjoying time with his family, Ross can often be found in the mountains skiing (or teaching others to ski), on his road bike, or at Gillette Stadium cheering on the Patriots.

Sarah Matousek

Sarah Matousek, PhD, MPH joined Day Health Strategies (DHS) in late 2014, where she leads a team working on multiple healthcare transformation initiatives in multiple healthcare sectors. Sarah primarily contributes to strategic planning/implementation, population health and care management programming, change management, operations, and program development.

After spending eight years in academia researching Alzheimer’s disease in Rochester, NY and then at the Brigham and Women’s Hospital in Boston, Sarah studied health policy and management at the Boston University School of Public Health. While there, she collaborated with a team at Harvard Medical School to develop and implement a mobile phone solutions program for surgical patients in rural Haiti. She also bolstered her skills and knowledge in quantitative and qualitative research, operations, strategic management, data analytics, and human resources.

Sarah is particularly adept at designing, implementing, and evaluating models of care for Accountable Care Organizations or other groups working in the Value Based Care space. As such, she has redesigned multiple care management programs major provider networks and evaluated primary care/behavioral health integration efforts for health systems and State programs. Other client work often includes supporting strategic planning and change management during times of change.

Sarah has held adjunct and affiliate faculty positions at Boston University’s Metropolitan College and at Ariadne Labs. She also recently joined the Board of Directors at Care 2 Communities (C2C), an organization providing primary care services in partnership with the Ministry of Health in Haiti. She holds a PhD in Neurobiology & Anatomy from the University of Rochester and an MPH in Health Policy & Management from Boston University.

Sarah currently lives in Spokane, Washington. She loves to travel, bike, run, and hike.

Emily George

Emily George, DrPH, RN, joined Day Health Strategies (DHS) in 2019 and brings 17 years of experience in clinical care and education, leadership development, program strategy, design, and implementation, and health systems strengthening in high and low resource settings. She has extensive experience forging external alliances in the area of healthcare innovation, improving health systems performance, monitoring, evaluating, and scaling evidence-based, equitable solutions, conducting mixed-methods research, and building and leading high functioning teams.

Prior to joining Day Health, Emily worked at Ariadne Labs where she designed and executed implementation and improvement strategies to support interventions to improve the quality and delivery of care in over 400 health systems across North America, Sub-Saharan Africa, Asia, and South America. Using principles of adult learning and change management, Emily has provided support to hundreds of hospital executives and change agents implementing new initiatives via ongoing coaching, large-scale learning collaboratives, and online communities of practice.

Prior to Ariadne Labs, Emily was a Project Director for Adolescent Medical Trials at Fenway Health and was responsible for the development, oversight and implementation of biomedical research studies for young people living with HIV. In previous positions, she spearheaded multiple local and national efforts to engage young people in HIV treatment and prevention research through developing educational events and programs geared towards reducing stigma and promoting healthier sexual practices.

Emily is a life-long learner, writer, mother, and naturalist. She values good food, meaningful conversations, and exploring this planet with the people she loves. In her spare time, she teaches leadership and management courses and conducts research at Boston University School of Public Health. She holds a Bachelors in Nursing from MidAmerica Nazarene University, a Doctorate in Public Health, and a Certificate for Managing Complex Humanitarian Emergencies from Boston University School of Public Health.

 

Maria Lewis

Maria (Campbell) Lewis, MPH joined Day Health Strategies in January 2020. She brings to the firm over seven years of experience in healthcare policy development, strategic planning, operations implementation, and valued experience working for a state Medicaid program. Maria serves as the lead on complex, large-scale projects for diverse stakeholders and provides project management expertise for the firm. Leveraging her robust knowledge of health policy and management, she contributes to the firm’s development of resources related to leadership, crisis management, and health care transformation. In her duties as Chief of Staff, Maria works closely with the CEO and Senior Management Team to identify and execute on strategic priorities for the firm.

Prior to joining Day Health Strategies, Maria served as an Eligibility Policy Analyst at MassHealth (Office of Medicaid). Maria was a policy lead on high-priority initiatives to bring the Commonwealth into compliance with various federal regulations. She also served as the primary point person for the advocacy community with regard to escalated eligibility and enrollment member cases. This role included extensive experience working with justice-involved and substance use disorder populations.

Maria holds an MPH in Health Services Management and Policy from Tufts University School of Medicine and a BA in Sociology and Community Health from Tufts University School of Arts & Sciences. She has a Certificate in Project Management through the Massachusetts Executive Office of Health and Human Services (EOHHS).

Maria enjoys cooking new recipes, watching documentaries, and traveling. She is likely headed to the boxing gym or barre studio after her day at the office.

Allie Dawson, MPH joined Day Health Strategies as a Consultant in March 2021. She brings to the team a background in health care delivery, group benefits, and health communications. Allie provides support to client engagements through market research, data analytics, and project management.

Prior to joining Day Health Strategies, Allie was a Benefits Analyst at Willis Towers Watson as a part of the Boston Health and Benefits Consulting team. She provided strategic, analytical, and project management support for several large employer clients, assisting in the design and administration of their health and welfare benefits. Allie's work involved leading both internal and external diversity, equity, and inclusion initiatives: she worked to create an inclusion committee for her internal team focused on racial and gender equity, and drove client initiatives focused on affordability, equity, and accessibility of benefits.

Allie also has experience in designing and conducting research, as well as interpreting and disseminating research findings. As Research and Content Lead at Confi, a small health education startup, Allie supported a nationally syndicated research study on sexual assault attitudes and prevention, as well as leading two customer surveys to develop a content strategy for the site. Allie also served on a research team at Tufts University as part of a research partnership with local childcare organizations to understand the needs of Haitian immigrants in the community. Additionally, she has experience working with GIS to conduct geospatial research, including an analysis into access to abortion care in states with limited access, and spatially based recommendations for new clinic sites to improve access.

Allie holds an MPH from Tufts University School of Medicine with a concentration in Behavioral Science and Health Communications, and a BA in Community Health from Tufts University School of Arts & Sciences.

Allie lives in Boston, MA with her partner, their pet gerbil, and a growing collection of houseplants. In her free time, you are likely to find her crafting up a new DIY project, baking, or hosting a (virtual) game night with friends.

Rosemary Raymundo joined Day Health Strategies as a Consultant in June 2022.

She brings to the firm a background in data collection, analysis, and visualization, translation services, medical billing, client relations, and support services.

Before joining Day Health Strategies, Rosemary worked at Boston Medical Center as a Spanish Qualitative Research Assistant. In this role, she translated recruitment and data collection materials, conducted interviews in both Spanish and English, and supported qualitative analysis. Prior to Boston Medical Center, Rosemary worked as a Billing Associate at South Shore Orthopedics. There she worked with multiple patient accounts to ensure that account inquiries, account issues, payments, and adjustments were resolved accurately. As a Billing Associate, Rosemary worked closely with all departments and gained in-depth knowledge of the collaboration needed from start to finish to have a functioning and profitable healthcare office.

Rosemary is currently a Master of Public Health Candidate at Boston University and holds a Bachelor of Arts in Spanish Translation from the University of Massachusetts Boston. Her passion to improve health outcomes in minority and underserved populations has led her to do translation work for various non-profit centers and companies in the US and abroad. Rosemary credits her strategic and analytic perspective from travel and work abroad. She has visited, lived, and worked on 4 different continents.

In her free time, she enjoys traveling, spends time with her nieces and friends, and is a serial hobbyist, with the latest hobby being sewing.

Zahra Khan

Zahra Khan joined the Day Health team as a Project Associate in October 2021. She brings to the team a background in health communications, health promotion, and patient engagement.

Prior to joining Day Health Strategies, Zahra worked at the Muslim Community Health Center of Wisconsin (MCHC), where she served uninsured or underinsured refugee and immigrant communities. During her time at MCHC, she developed health education tools, programming, and resources in an effort to provide holistic care access, empower patients, and increase patient participation. In addition, she worked with immigrant families like her own at an immigration law firm in Illinois, where she worked primarily as a translator.

Zahra also brings an international perspective to the team, having attended global health seminars in Sao Paulo, Brazil, focused on improving communication strategies used within psychosocial community centers. Her experiences radically expanded her understanding of effective, equitable healthcare, and she now views healthcare policy development as essential to social justice. Of Kashmiri-descent, Zahra’s interests emerge from her complex ethno-cultural identity. She speaks English, Urdu, Hindi, Arabic, and Spanish, and is currently learning Mandarin.

Zahra holds an M.S. in Health Communication from Northwestern University, and a B.A. from Marquette University.

In her free time, she plans weddings and events, attends the occasional workout class, and spends time with her niece.

Melinda Stockwell joined Day Health Strategies in November 2020. Having spent the majority of her career in small businesses, Melinda is a versatile team member, ready to take on any and all administrative projects. In her role at Day Health, she is the point person for all back office operations.

Prior to joining Day Health Strategies, Melinda has filled an operations role in a wide variety of small offices, from non-profit to design to recruiting. She earned her BA at the University of Massachusetts Amherst in Social Thought and Political Economy.

She enjoys spending time with her family and friends, reading, and has a great affinity for vintage items.

Jennifer Shurman brings over 19 years of business leadership experience from her professional focus in the healthcare sector. As a consultant, she acts as a project manager for numerous insurance, private business, public health and pharmaceutical clients and is known for her ability to structure multi-functional projects and lead teams to achieve operational priorities and strategic goals. Recent engagements include strategic plan development and tactical implementation for companies to succeed in launching and selling insurance products on health insurance exchanges. Projects incorporate ongoing policy developments and involve competitive positioning, pricing, branding, messaging, consumer advertising and other marketing and operational activities to maximize business success related to healthcare reform.

Jennifer led efforts to evaluate a SHOP program for a public exchange, enhance provider relations functions for a major Co-Op health plan, and managed a DHS engagement to implement health reform with a Blue Cross Blue Shield plan. Previously, Jennifer was a health care analyst for Arthur D. Little, Director of Sales and Marketing for Helios Health, Director of Marketing for inVentiv Health, Director of Government Reimbursement at Schering-Plough, and Senior National Account Director of Specialty Markets at Merck. Jennifer holds an MBA from Harvard Business School and a BA from Colby College.

Jen loves exploring the Maine coast and can often be spotted in her sea kayak or along hiking trails. She is a history docent for Greater Portland Landmarks and leads two-generation efforts as a Chairwoman and Steering Committee Member with Women United.

Cathy’s projects span multiple business areas, from healthcare to manufacturing to ecommerce. She has deep expertise in healthcare systems, including Medicaid systems and operations. Lara Shadwick joined Day Health Strategies as an affiliate consultant in November, 2019. Prior to joining the firm, Lara was the Program Director at Mountain Pacific Quality Health, a CMS contracted Quality Improvement Network (QIN), where she envisioned and developed a successful Complex Care program to address high needs, high cost patients in a rural setting by utilizing a community outreach team made up of a nurse, Community Health Worker (CHW), and iPad telehealth delivery. As a Senior Consultant, she expands Day Health Strategies’ expertise in community engagement and development, rural health, telehealth, Community Health Worker (CHW) programming and population health. Lara has multiple successes in building community coalitions and moving varied stakeholders to a shared healthcare transformation vision and beyond to execute novel health programs. She also has experience working and developing programming in conjunction with Alternative Payment Models (APMs) to maximize business revenues. Lara has a passion to improve healthcare for vulnerable populations and those impacted by social determinants of health. In addition, Lara has served as a health system marketing and PR director and as a community behavioral health executive.

Lara’s educational background includes an undergraduate degree and MBA from University of Colorado-Colorado Springs. Lara is currently acting as an advisor on a PCORI grant for one of the program sites she helped develop in Montana.

Lara lives in Colorado Springs, CO with her two children. She finds her life balance in the mountains running, hiking, skiing and mountain biking. She is a huge fan of her school age children and their pursuits.
