Rosemarie Day, MPP founded Day Health Strategies in 2010 to focus on implementing national health reform. Building on her initial success, she and her company are now serving organizations that want to transform their approach to offering or delivering health care. Since founding the company, she and her team have worked with numerous private and public sector organizations in developing and implementing their health reform and related strategies. She is currently working on a book on universal health care due out from Beacon Press in spring 2020.

Rosemarie has over 25 years of experience in the public, private and non-profit sectors, including 16 years of leadership experience in state government. Most notably, Rosemarie served as the founding Deputy Director & Chief Operating Officer of the Health Connector in Massachusetts. At the Health Connector, Rosemarie played a significant role in launching the award-winning organization that established the first state-run health insurance exchange in the United States. The Health Connector served as a model for health insurance exchanges in national health reform.

Previously, Rosemarie served as Chief of Staff to the Dean of Harvard Kennedy School, where she helped to lead strategic planning and launch several new initiatives. She also served as the Chief Operating Officer for the Massachusetts Medicaid program, covering more than 1 million members. She has held several senior level fiscal positions, including Assistant Secretary for Administration & Finance, as well as Budget Director for the Department of Transitional Assistance, a $1 billion dollar state agency.

An accomplished speaker, Rosemarie has delivered keynote and panel presentations at conferences in the U.S. and abroad. Rosemarie holds a faculty appointment at Northeastern's D'Amore-McKim School of Business and has served as a Visiting Fellow at the McCormack Graduate School of Policy Studies at the University of Massachusetts, Boston. She has also served as a Senior Advisor to other consulting firms, including Health Management Associates. Rosemarie holds an MPP from Harvard’s Kennedy School and an AB from Stanford University.

Ross Weiler, MBA brings over 30 years of leadership experience in health & welfare benefits consulting, health plan account management, and health insurer/managed care organization product development. He began his career as an employee benefits consultant with Mercer and has since held senior roles at Aetna, Tufts Health Plan, Watson Wyatt and Private Healthcare Systems. Ross has significant experience as strategist, project leader, key contributor, advisor and educator on numerous complex product, program and service development efforts and has focused extensively on developing and delivering consultative solutions to challenges related to employee benefits strategy, design, delivery, compliance, communication and administration.

Over the past ten years Ross has gained extensive experience in health care reform and both public and private exchanges. He played a key role in the implementation of the landmark Massachusetts Health Care Reform law through the development and rollout of employer-based products for the Massachusetts Health Connector, the first-in-nation state-based health insurance exchange. Since that time he has served as a national and regional Affordable Care Act (ACA) subject matter expert for Aetna and most recently has been helping employers, public and private exchange organizations and state governments comply with the ACA and succeed in the new benefits marketplace. He has played a lead role in developing and launching DHS’ private exchange and benefits administration technology consulting service, and adds extensive health and benefits expertise to the DHS team.

Ross received his MBA from the Boston University School of Management, concentrating in Health Care Management and achieving Highest Honors, and a BFA from the Boston Conservatory of Music. He has been an active member of the New England Employee Benefits Council (NEEBC) Board of Directors for many years and served on its Executive Committee.

Sarah Matousek, PhD, MPH joined Day Health Strategies (DHS) in late 2014, where she contributes to strategic planning/implementation, change management, health reform, quantitative and qualitative research, operations, and program development.

After spending eight years in academia researching Alzheimer’s disease in Rochester, NY and then at the Brigham and Women’s Hospital in Boston, Sarah studied health policy and management at the Boston University School of Public Health. While there, she collaborated with a team at Harvard Medical School to develop and implement a mobile phone solutions program for surgical patients in rural Haiti. She also bolstered her skills and knowledge in quantitative and qualitative research, operations, strategic management, data analytics, and human resources.

Since joining Day Health Strategies, Sarah helped developed the MOSAIC Maturity ModelTM to evaluate both general and industry-specific organizational capabilities, across public agencies, value-based healthcare systems, and insurance exchanges. Sarah recently aided the submission of a State Innovation Model grant, implemented weekly dashboard reporting for the executive team at a state health insurance exchange, and conducted a detailed analysis and recommendations for an incoming secretary of EOHHS.

Sarah has recently led the planning and implementation effort for a large Model A MassHealth ACO, redesigned care management for a major provider network, and evaluated primary care/behavioral health integration efforts for a public agency in Massachusetts. Other client work includes supporting strategic planning and using a change management framework to help implement a large-scale transformation at a provider organization.

Sarah holds an adjunct faculty position at Boston University’s Metropolitan College teaching Introduction to the US Healthcare System for Health Communicators. She also recently accepted an affiliate faculty position with Atul Gawande’s Ariadne Labs. She holds a PhD in Neurobiology & Anatomy from the University of Rochester and a MPH in Health Policy & Management from Boston University.

Emily George, RN, MPH joined Day Health Strategies (DHS) in 2019 and brings 15 years of experience in clinical care and education, program design, implementation and health systems strengthening in high and low resource settings. She has extensive experience forging external alliances in the area of healthcare innovation, improving health systems performance, monitoring, evaluating, and scaling evidence-based, equitable solutions, conducting qualitative research, and building and leading high functioning teams.

In her previous role at Ariadne Labs, Emily was responsible for designing and executing implementation and improvement strategies to support interventions to improve the quality and delivery of care in over 400 health systems across the United States and abroad. Using principles of adult learning and change management, Emily provided support to hospital executives and change agents implementing new initiatives via ongoing coaching, large scale learning collaboratives, and online communities of practice.

Prior to Ariadne Labs, Emily was the Director of Adolescent Clinical Trials at Fenway Health and was responsible for the development, oversight and implementation of biomedical research studies for young people living with HIV. In this position, she spearheaded multiple local and national efforts to engage young people in HIV treatment and prevention research through developing educational events and programs geared towards reducing stigma and promoting healthier sexual practices.

Emily holds a Bachelors in Nursing from MidAmerica Nazarene University, a Masters in Public Health and a Certificate for Managing Complex Humanitarian Emergencies from Boston University School of Public Health. She is currently pursuing her doctoral degree in public health at Boston University with a focus on leadership, management, and policy.

Niko Lehman-White, MBA MPH lends a perspective to client work that reflects his multifaceted background spanning research and business. At Day Health Strategies, he takes a highly collaborative approach to projects, whose scopes have thus far included piloting and establishing business intelligence functions; evaluating Software as a Service, electronic health record, and insurance vendors; assisting Medicaid Accountable Care Organizations with program designs, budgets, and state-required submissions; building a public-facing Medicaid expenditure report for a state; and engaging in strategic planning for a state’s Medicaid transformation. He also writes content for publications and blogs and develops internal tools to improve Day Health Strategies’ capabilities in areas such as social determinants of health-focused programs, behavioral economics applied in healthcare settings, and organizational maturity assessment.

Prior to this position, Niko worked on the project management team of an FDA-sponsored initiative run by Harvard Pilgrim Healthcare Institute and the Harvard Medical School to conduct postmarket safety assessments of drugs and biologics by analyzing over 350 million person-years of payor claims data. Other research experience includes working on NIH-funded studies determining risk factors for adverse pregnancy outcomes and analyzing demographic characteristics of subjects enrolled in clinical trials examining Type II Diabetes. During the 2012 election cycle, he worked on a congressional campaign as the field organizer for the city of Nashua. Niko graduated from Boston University’s MBA/MPH dual-degree program in 2017, and from Colby College in 2010.

Maria Campbell, MPH joined Day Health Strategies (DHS) as a Consultant in January 2020. She brings to the firm experience in healthcare policy development, operations implementation, and strategic planning.

Prior to joining DHS, Maria served as an Eligibility Policy Analyst at MassHealth (Office of Medicaid). Maria was a policy lead on high-priority initiatives to bring the Commonwealth into compliance with various federal regulations. She also served as the primary point person for the advocacy community with regard to escalated eligibility and enrollment member cases. This role included extensive experience working with justice-involved and substance use disorder populations.

Maria holds an MPH in Health Services Management and Policy from Tufts University School of Medicine and a BA in Sociology and Community Health from Tufts University School of Arts & Sciences.

Kate Gottung, MPH is an Associate Consultant who joined Day Health Strategies in 2019. Kate supports Day Health Strategies’ client teams with project management, meeting facilitation, decision support, and deliverable creation. She helps with the design of presentation materials, conducts research for both internal use and client purposes, tracks Massachusetts and national health policy, supports DHS consultants on client projects, and assists with marketing and website projects.

Prior to joining DHS, Kate worked at both private and public consulting and leadership development firms. She was a key contributor to the successful growth of Kennesaw State University’s Center for Young Adult Addiction and Recovery, designing evidence-based recovery programming for over 90 students, while supporting the Executive Director and staff. Additionally, Kate served as a senior training manager for the City of Atlanta at Hartsfield- Jackson International airport, the busiest in the world. She is experienced in strategy design and deployment, project management, communications and content development.

Kate received her MPH from Rollins School of Public Health at Emory University in Atlanta, GA, concentrating in Health Policy and Management. During her time there, she was an active member of the Emory Mental Health Alliance and Emory’s newly founded student chapter Georgia Health Care Executives. Kate is passionate about increasing mental health services, improving access to care, influencing a more patient-centered system, and tying business outcomes and strategies to these goals.

Sophie Barberich Ward joined Day Health Strategies as an affiliate in October of 2018. Prior to consulting, Sophie was the Executive Director of Tufts Medical Center Community Care, a community-based primary care medical group affiliated with Tufts Medical Center that she helped grow from its nascence. As Senior Consultant, she brings to Day Health Strategies an extensive knowledge base in the healthcare provider space where she has a proven track-record of designing, building and managing contemporary, patient-centered medical practices. Sophie is expert in healthcare strategy development, operations management, process & quality improvement and program development. She also has experience designing and implementing provider compensation models aligned with the shift from volume to value. Her true passion is people and all things relational, and as such, Sophie has a particular interest in organizational effectiveness, change management and culture alignment. Sophie has a reputation for being a strong, influential leader in highly-matrixed organizations who consistently drives to desired business results and ensures strategic priorities are met. Previously, Sophie worked as a qualitative researcher performing domestic and international research for healthcare delivery systems, pharmaceutical companies and health insurance organizations.

Sophie holds a Bachelor’s degree from the University of Colorado at Boulder and a Masters degree in Public Health from Boston University’s School of Public Health, where she concentrated in Health Policy & Management. Sophie also sits on Boston University’s School of Public Health’s Education Advisory Board.

Sophie lives in Cambridge, Massachusetts with her husband and two children. In her free time Sophie loves to be active with family and friends, travel, indulge her Francophile interests, eat good food and most importantly, enjoy her two young sons and their endless humor.

Namita Seth Mohta is a physician executive with expertise in healthcare delivery transformation. Namita has designed, built and scaled population health management programs and ACOs in a variety of provider settings as well as consulting to health care start-ups accelerating the shift from volume to value. She has been part of the initial Population Health and ACO leadership teams at both Partners Health Care and Tufts Medical Center. Namita has had industry experience as a management consultant with the Boston Consulting Group. Currently, she is the founding Clinical Editor for NEJM Catalyst, a new publication focused on defining and driving the conversation on practical innovations in health care delivery. Lara Shadwick joined Day Health Strategies as an affiliate consultant in November, 2019. Prior to joining the firm, Lara was the Program Director at Mountain Pacific Quality Health, a CMS contracted Quality Improvement Network (QIN), where she envisioned and developed a successful Complex Care program to address high needs, high cost patients in a rural setting by utilizing a community outreach team made up of a nurse, Community Health Worker (CHW), and iPad telehealth delivery. As a Senior Consultant, she expands Day Health Strategies’ expertise in community engagement and development, rural health, telehealth, Community Health Worker (CHW) programming and population health. Lara has multiple successes in building community coalitions and moving varied stakeholders to a shared healthcare transformation vision and beyond to execute novel health programs. She also has experience working and developing programming in conjunction with Alternative Payment Models (APMs) to maximize business revenues. Lara has a passion to improve healthcare for vulnerable populations and those impacted by social determinants of health. In addition, Lara has served as a health system marketing and PR director and as a community behavioral health executive.

Lara’s educational background includes an undergraduate degree and MBA from University of Colorado-Colorado Springs. Lara is currently acting as an advisor on a PCORI grant for one of the program sites she helped develop in Montana.

Lara lives in Colorado Springs, CO with her two children. She finds her life balance in the mountains running, hiking, skiing and mountain biking. She is a huge fan of her school age children and their pursuits.

Jennifer Shurman brings over 19 years of business leadership experience from her professional focus in the health care sector. As a consultant, she acts as a project manager for numerous insurance, private business, public health and pharmaceutical clients and is known for her ability to structure multi-functional projects and lead teams to achieve operational priorities and strategic goals. Recent engagements include strategic plan development and tactical implementation for companies to succeed in launching and selling insurance products on health insurance exchanges. Projects incorporate ongoing policy developments and involve competitive positioning, pricing, branding, messaging, consumer advertising and other marketing and operational activities to maximize business success related to health care reform.

Jennifer led efforts to evaluate a SHOP program for a public exchange, enhance provider relations functions for a major Co-Op health plan, and managed a DHS engagement to implement health reform with a Blue Cross Blue Shield plan. Previously, Jennifer was a health care analyst for Arthur D. Little, Director of Sales and Marketing for Helios Health, Director of Marketing for inVentiv Health, Director of Government Reimbursement at Schering-Plough, and Senior National Account Director of Specialty Markets at Merck. Jennifer holds an MBA from Harvard Business School and a BA from Colby College.
